Stephen T. Lilburn
President

Mr. Lilburn is the founding Principal and President of the company. As Senior Principal, Mr. Lilburn provides project direction, administration, client liaison and interagency coordination on a company-wide basis. He is expert in CEQA Compliance, Land Use Development, Mine Permitting, and SMARA. He has served as Principal-in-Charge for a wide range of land use projects including: Master Plan Communities, Planned Unit Developments, redevelopment projects, recreation facilities, solid waste landfills, industrial facilities, water and wastewater treatment facilities, and mine operations.

His project experience includes the permitting and facilitating of 120 mining operations, reclamation planning, and permitting and compliance monitoring throughout the western states. He has worked extensively with both industrial minerals and precious metals recovery. He has also conducted mine title and land use title research leading to claim title verification.  Mr. Lilburn is an expert witness in mine reclamation and operations practices.

Martin R. Derus
Vice President

Mr. Derus has professional experience as a Project Manager, Senior Environmental Analyst, and Meteorologist since 1976. As Vice President for Lilburn Corporation, he is responsible for project management, client and agency liaison, quality assurance, technical analysis, and report preparation. Mr. Derus has experience in the management and preparation of environmental, mining, air quality, land use planning, and permitting projects.

He has prepared numerous Environmental Impact Statements and Reports, Environmental Assessments, Initial Studies, mine/reclamation plans and site approval applications. He had directed the preparation of EIRs for new or expanded mine sites in San Bernardino, Monterey, Imperial, Los Angeles, Fresno, Inyo, Santa Barbara, and Riverside, counties. Mr. Derus has assisted in obtaining site approvals, prepared reclamation plans, and provided condition compliance for numerous aggregate, limestone, precious metal and other mine operations in Southern California. He provides technical analysis for air quality compliance for land development projects and mine permits.

Cheryl A. Tubbs
Vice President

Ms. Tubbs' professional experience since 1977 has been in environmental and water resources planning, and public utility administration. Her project experience includes the preparation and management of environmental impact reports and assessments in compliance with CEQA and NEPA, land use feasibility studies, groundwater and surface water supply studies, solid waste and public facilities plans, urban water management and conservation plans, and public information programs. She has participated in and managed numerous EIRs in southern California and Nevada for residential, commercial, transportation, landfill, water supply, wastewater treatment, recreational, mining, and industrial projects.

Ms. Tubbs has been principal of a major engineering firm and department manager of water agencies in the Inland Empire. Her project experience in water resources includes management and preparation of Annual Water Supply reports, Wastewater Discharge reports, Urban Water Management Plans, Emergency Water Supply Ordinances and Water District/City Consolidation studies.

Michael R. Perry, REA
Program Manager-Environmental Studies

Mr. Perry's professional experience since 1985 has been in solid and hazardous waste planning, recycling program planning, environmental compliance, and Phase I and Phase II Site Assessments. He has considerable experience in conducting and coordinating solid waste planning and permitting activities. He has been responsible for   overseeing Landfill and Transfer Station/Material Recovery Facility permitting, Closure and Postclosure Maintenance Plan development, Source Reduction and Recycling and Household Hazardous Waste programs. He has served as the principal author of a major County Solid Waste Management Plan, and coordinated the development of Source Reduction and Recycling Elements for several cities throughout Southern California.

Mr. Perry has supervised the preparation of CEQA documents for a variety of projects, including Specific Plans, commercial and residential developments, judicial system facilities, landfills, mine expansions, recreational facilities, and industrial developments.    He has prepared Phase I Site Assessments for nearly 100 sites in southern California.

Molly Bogh
Program Manager-Community Planning

Ms. Bogh has professional experience in city and county government planning since 1984.   Her experience includes serving as Planning Director for the City of San Juan Capistrano, Deputy City Manager for Development Services for the City of Big Bear Lake, Planning Director for the City of Palmdale, Planning Director for the City of Hesperia, and Senior Planner/Infrastructure Planning Division at the County of San Bernardino.

Ms. Bogh has authored City general plans, community plans, specific plans, zoning ordinances and development codes, and numerous ordinances regulating various aspects of land use.   She is skilled at community input processes and at involving boards and commissions in project review.   Her experience also includes design review, historic preservation, code compliance, CEQA review, neighborhood improvement and housing programs, downtown revitalization, and infrastructure planning.

Natalie P. Patty
Environmental Analyst/Planner

Ms. Patty has professional experience including solid waste planning, land use permitting, current planning, environmental compliance, and Phase I Site Assessments. Her experience includes CEQA compliance, solid waste landfill permitting, and city planning. She has prepared Initial Studies in compliance with CEQA for a variety of residential, commercial, industrial, and public works projects.   She assists in the development of Environmental Impact Reports for major development projects focusing on analyses of land use, public service and utility impacts.

She has been responsible for the preparation of Staff Reports, Resolutions, and LAFCO Application Packages for major residential development annexations proposed to the City of Rancho Cucamonga. She also prepared numerous Initial Studies for residential subdivisions in that City. Ms. Patty has provided on-site planning counter services and project environmental reviews for the cities of Loma Linda and Rancho Cucamonga, and the Town of Apple Valley.

Tina Garg
Environmental Planner

Ms. Garg has professional experience in urban design and planning, and environmental analysis. Her experience includes architectural design for commercial, residential, and transportation projects, demographic data analysis, environmental impact analysis, and assistance in the development of various programs for regional transportation systems in Los Angeles County. While completing her Masters of Planning degree program, she served as a Research Assistant for the USC School of Policy, Planning, and Development and an Intern for the Los Angeles County Metropolitan Transportation Authority.

She is experienced in preparing CEQA environmental documents for a variety of projects including General Plan Updates, residential developments, commercial developments, schools, public infrastructure projects, and sanitary landfills.   She has assisted in the preparation of Initial Studies, Environmental Assessments, Environmental Impacts Reports, and Supplemental Environmental Impact Reports. Ms. Garg provides environmental analyses, focusing on project design impacts to visual resources as well as population and housing.

Frank Amendola
Environmental Analyst

Mr. Amendola is an Environmental Analyst with professional experience in assisting to gain project compliance with California Environmental Quality Act, Surface Mining and Reclamation Act, CUPA Business Emergency and Contingency Plan, and other environmental regulations. Mr. Amendola has has performed environmental analyses and prepared Initial Studies in compliance with CEQA for a number of residential and commercial developments.  He has assisted in the preparation of Environmental Impact Reports, focusing on impacts to air quality and public safety.

Mr. Amendola has prepared Phase I Site Assessments for several property acquisitions in Riverside and San Bernardino counties. As an Environmental Analyst his responsibilities include data collection in the field and by contacts with clients and agencies, performing analysis of data and preparing written reports.  He has also provided planning department counter services for the City of Rancho Cucamonga and project application reviews for the Town of Apple Valley.

Troy Goodwalt
Senior Environmental Designer

Mr. Goodwalt has professional computer design experience since 1985 in a variety of environmental and civil engineering fields. As the Senior Environmental Designer, he is responsible for the preparation of graphic illustrations for a wide range of environmental documents as well as plans for mining   and reclamation.   He prepares graphics for revegetation plans, interim management plans, biological studies, EIRs, EISs, Initial Studies, and EAs.

Mr. Goodwalt provides a full complement of civil and environmental computer design skills necessary to analyze, permit, and construct mines, landfills, roads, commercial and residential developments. He is experienced in digital terrain modeling and volume calculations for major mines and landfills throughout the United States and South America. He provides innovative three-dimensional modeling for new or expanding mine sites and landfills; as well as other developments requiring visual simulations.   Mr. Goodwalt provides photo-realistic simulations and animated "fly-throughs" to assist in permitting sensitive land development projects.
