The technical analyses
that may be required to support a land development project are fundamental
to a project’s success. Lilburn Corporation has over 20 years
of experience preparing EIRs, EISs, EAs, Biological/Assessment Evaluations,
and Section 7 and 10 Consultations for a variety of land use projects.
We are successful in completing accurate, legally-defensible analyses
that satisfy environmental concerns, establish mitigation to meet both
owner and environmental needs, and give the responsible agencies confidence
in making a decision.
Lilburn Corporation is experienced in the preparation
of Biological Assessments and Habitat Conservation Plans for endangered
species. We have participated in numerous Section 7 and 10a consultations
with the U.S. Fish & Wildlife Service. We have consulted to several
public agencies in the planning and preparation of Habitat Conservation
Plans, including San Bernardino County’s Valley-Wide HCP, San
Bernardino Valley Water Conservation District’s HCP, and the U.S.
Army Corps of Engineers HCP for the Seven Oaks Dam.
We have prepared and negotiated HCPs and/or Habitat Conservation Programmatic
Permits (HCPPs) for federal and state-listed species with both USFWS
and CDFG, since the early 1980’s. Our experience includes field
studies and surveys for Threatened and Endangered Species, programmatic
permits for installation and construction, construction monitoring and
supervision, Biological Assessments, construction training programs,
and project closure reports.

We have conducted and coordinated
the biological field analysis and documentation for many threatened
and endangered species leading to the successful approval of proposed
project activity. Analysis has included trapping, identification, distribution
mapping, monitoring, and clearance of reptiles, mammals, birds, plants,
insets, fish, and invertebrates.
Lilburn Corporation has identified habitat for exchange and provided
consultation on quality and value in condemnation lawsuits for habitat
acquisition. Our experience includes consultation with USFWS and CDFG
in conjunction with the U.S. Bureau of Land Management, U.S. Forest
Service, U.S. Army Corp of Engineers, U.S. Air Force, U.S. Navy, Bureau
